To complete your mResidency application, you will need to prepare the following documents and information:

1. Identification Documents: A valid passport (travel document) is required to verify your identity.

2. Digital Photo: Please provide a recent, high-quality digital photo of yourself, 1 colored photo (3.5×4.5 cm size) taken in line with the biometric requirements.

3. Personal Details: Fill in the necessary personal details, including your full name, address, date of birth, and contact information.

The application review process typically takes 30 business days, from the initial submission to the final decision on your application. Throughout the process, we will keep you informed about the status of your application and any additional steps required.

The verification process is an essential part of the application process to ensure the security and legitimacy of mResidency accounts. The application process may involve a video interview or other means of confirming your identity. Rest assured that our team will guide you through the verification process and provide any necessary support along the way.

Step 1: Get your documents ready

To start your mResidency application process, gather the necessary documents in advance. During the application you will need to provide scanned copies of the following:

– Copy of the document confirming the identity of the non-resident (passport or ID card).

– One colored photograph in accordance with biometric identification requirements (measuring 3.5×4.5 cm).

– Power of attorney issued by the non-resident, authorizing the representative to act on behalf of the non-resident.

Having these documents ready will ensure a smooth and efficient application process.

Step 2: Create an Account

To access the mResidency, you need to create an account. Click on the “Create Account” button on the portal and fill out the registration form with your personal information, including your name, email address, and password. Make sure to choose a strong and secure password to protect your account. Once you’ve completed the form, submit it, and you will receive a confirmation email with further instructions. Follow the provided link or instructions to verify your email and activate your account.

Upon successful registration, you will be assigned a unique User ID. This User ID serves as a tracking number for your application status and will be used for any correspondence regarding your mResidency application. Please keep your User ID safe and use it in any communication with the mResidency authorities.

Once your account is activated, you can log in to the mResidency account using your registered email address and password.

Step 3. Begin the Registration Process

Once you have logged into your mResidency account, you will find a “Apply” button. Click on this button to initiate the registration process. This will redirect you to the mResidency online application form.

The application form will require you to provide detailed information about yourself and your intended use of mResidency. Additionally, you will need to upload the following documents:

1. Identity Document: Upload a scanned copy or photo of your valid passport or identification card. Ensure that the document is clear and legible.
2. Passport-Sized Photo: Upload a recent, colored passport-sized photo that meets the specified dimensions (e.g., 3.5×4.5 cm). The photo should accurately represent your current appearance. Make sure to read through the instructions for the photo.
3. Power of Attorney (if applicable): If you are applying on behalf of a non-resident entity, you will need to provide a power of attorney document that authorizes you to act on their behalf.

Carefully prepare these documents in advance, ensuring that they meet the specified requirements. Make sure the documents are in a commonly used file format, such as PDF or JPEG, and are within the allowed file size.

Take your time to review the application form and upload the required documents before submitting your application. Providing accurate and complete information, along with the necessary documents, will help expedite the application process.

Please note that the documents you upload should be genuine and in compliance with the prescribed guidelines. Any fraudulent or inaccurate information may result in the rejection of your application.

Step 4. Select a Package Mobile Network Operator and SIM or eSIM, and Choose Pickup Location

In Azerbaijan, you have the option to choose from three mobile operators that provide Mobile ID services: Azercell, Backcell, and NAR. These operators offer packages tailored to mResidency users, providing you with mobile connectivity for your digital activities.

During the registration process, you will have the opportunity to explore the packages offered by these mobile operators. Each package may differ in terms of data plans, call rates, and additional services. Consider your specific needs and preferences to select the package that best suits you.

Azerbaijani mResidency program based on eSIM. In order to obtain QR code for eSIM activation there is need to select a pickup location. The eSIM will be issued to you after the face-to-face verification process, at a  diplomatic mission abroad.

Once you are satisfied with the provided details in your application and fulfilled necessary document uploads, click the “Submit” button to proceed with payment of the application fee.

Step 5. Pay the Application Fee

After completing the previous steps, you will be required to pay the application fee for your mResidency registration. The application fee covers the administrative costs associated with processing your application and verifying your eligibility.

Application Fee

To apply for m-Residency, there are certain fees and costs to consider:

• Application Fee: A non-refundable application fee is 150 EUR.

The payment process will be facilitated through the mResidency portal, where you will have access to secure and convenient payment options. Accepted payment methods may include credit/debit cards or other electronic payment methods, depending on the available payment providers.

It is important to ensure that you provide accurate payment details and complete the payment process according to the provided instructions. Failure to submit the application fee may result in delays or the inability to proceed with your mResidency registration.

The application fee amount and any applicable currency exchange rates will be clearly indicated during the payment process.

Step 6. Video verification

Following the successful payment of your application fee, you will receive an email with instructions for completing the mandatory video verification step. This process uses a secure facial recognition technology, to confirm your identity.

Once you successfully complete the video authentication, you’ll receive a confirmation message. This will acknowledge that your application has been successfully submitted and is now undergoing background checks.

This step is crucial for ensuring the integrity and security of the mResidency program, and we thank you for your cooperation in this process.

Step 7. Background Checks

After you have submitted your mResidency application, the Ministry of Internal Affairs of the Republic of Azerbaijan (MIA) will conduct background checks as part of the evaluation process. These checks are carried out to ensure that digital identities are used by individuals with verified backgrounds and good intentions.

During the background check, the MIA will assess several factors, including your compliance with the law, your criminal record (both past and current), and any circumstances that may impact your eligibility for mResidency.

The background check is a standard procedure to maintain the integrity and security of the mResidency program. It helps safeguard the interests of all mResidents and ensures a trustworthy digital environment.

The duration of the background check may vary depending on individual circumstances. Please note that the MIA conducts thorough evaluations to ensure the safety and reliability of the mResidency community.

While the background check is being carried out, it is important to remain patient and await the final decision from the authorities.

Rest assured that all information provided during the application and background check process is treated with the utmost confidentiality and in accordance with the relevant data protection regulations.

Once the background checks are completed, you will be notified of the decision regarding your mResidency application. If approved, you will proceed to the next steps to finalize your mResidency registration and gain access to the benefits and services offered.

Step 8: Collection of mResidency Kit and Activation of Asan Imza

Once your mResidency application is approved, you will need to proceed with the final steps to collect your mResidency Asan Imza (Mobile ID) from Azerbaijani embassies, consulates, or designated pick-up locations abroad. Here’s what you need to do:

Schedule an appointment: An operator of the diplomatic mission will contact you within one (1) business day via email and phone to schedule an appointment. The appointment should be scheduled within three (3) business days from the date of the phone call. As an approved mResident, you will be required to visit the Azerbaijani embassy, consulate, or the designated pick-up location abroad that you selected during the application process.

Face-to-face verification: During the scheduled appointment, an operator of the diplomatic mission will verify the authenticity of the submitted documents by comparing them with the originals. You will need to submit the original documents that you previously uploaded through the portal during the application process. Additionally, provide one colored photo (measuring 3.5×4.5 cm) that complies with the biometric identification requirements. Once the verification process is complete, the diplomatic mission will return the original documents to you.

Sign the contracts: If the verification is successful, the operator of the diplomatic mission will ask you to sign the documents necessary for obtaining the mResidency status.

Collect your mResidency Asan Imza (Mobile ID): After signing the contracts, you will receive a copy of the documents, along with the “Asan İmza” certificate, a notification of certificate activation, and the eSIM QR code. These items are essential for activating your mResidency Asan Imza (Mobile ID).

Activation of mResidency: Once you have obtained the QR code, you can scan and activate your mResidency Asan Imza (Mobile ID) to access digital services in Azerbaijan.

Please note that you can also contact the Azerbaijani embassies, consulates, or designated pick-up locations abroad for any inquiries regarding the arrival and collection of your mResidency kit, altering pick-up timings or locations, or extending collection periods. Azerbaijan welcomes your application for mResidency, provided that:
• You have a clear understanding of why you are applying for mResidency and how you plan to utilize it.
• You abide by the law and have honorable intentions.
• You are not an Azerbaijani citizen or a foreigner residing in Azerbaijan with a residence permit or the right of residence (as you already possess a government-issued ID).

mResidency is particularly suitable for freelancers, consultants, digital nomads, and other digital entrepreneurs interested in establishing a digital services company that can be managed remotely.

Considerations

Background check: All applicants undergo background checks conducted by the Ministry of Internal Affairs of the Republic of Azerbaijan (MIA), the authority responsible for managing the entire application process. These checks ensure that verified individuals with good intentions utilize digital identities. The MIA assesses applicants’ compliance with the law, their criminal record history, and any circumstances that could affect visa applications, temporary residence permits, or entry bans.

Travel

Your mResidency digital ID card is not a travel document, and your mResidency status does not grant you the legal right to enter a foreign country, including Azerbaijan. If your application is approved, you will need to travel to an official pick-up location for face-to-face verification and provide the specified documents. For physical SIM card pick-up, the mResidency kit must be collected in person. Please note that mailing the document or assigning someone else to collect it on your behalf is not possible.

Banking

Eligibility criteria for opening accounts and accessing banking services are determined by banking service providers and payment institutions. Possessing mResidency status does not guarantee access to their services. If you reside in a country listed by the FATF as high risk or monitored, you may encounter difficulties in accessing any kind of business banking service, even with a company registered in Azerbaijan.

Transparency

In Azerbaijan, a substantial amount of information about registered companies is publicly available, including company names, taxpayer identification numbers (VÖEN), legal addresses, company contact details, and names of company representatives. This transparency helps maintain a trusted and transparent online business environment in Azerbaijan.

During the online application process, the application fee must be paid using Visa or MasterCard. Currently, alternative payment options are not available. If you do not possess a Visa or MasterCard, someone else can make the payment on your behalf.

Company Registration Fees

No state fee is required for electronic state registration of limited liability companies (with local and foreign investments).

When registering a company in Azerbaijan, you must have a legal address and a contact person. Please note that only a licensed representative can be designated as a contact person. Many mResidency users choose to use a company service provider for these requirements, with average costs ranging from 100-400 AZN per year. Service fees vary based on the package selected (some may include bookkeeping and accounting services) and the chosen service provider. Company Operational Costs

We strongly recommend engaging the services of a professional accountant to ensure compliance with local regulations regarding your company’s bookkeeping and accounting. An accountant can also assist with preparing and submitting the annual report, which is mandatory for all Azerbaijani companies, even those that have not been active. Accounting service fees typically may vary dependig on the volume company turnover.

Photo Requirements for mResidency Application

Online Upload and Face-to-Face Verification:

1. Uploading a Photo: During the online application process, you’re required to upload a recent colored passport-sized photo (dimensions preferably 3.5×4.5 cm) that accurately reflects your current appearance.
2. Face-to-Face Verification: You also need to submit the same photo during face-to-face verification at Azerbaijani diplomatic missions abroad. Bring a printed copy of this photo to your appointment.

Taking the Photo:

• Professional Photography Recommended: For best quality, have your photo taken professionally. Request both an electronic and a printed version.
• Photo Age: The photo should not be older than six months to ensure it represents your current appearance.

Photo Specifications:

• Color and Edit: The photo must be in color and unedited.
• Background: Use a light, single-colored background without distractions.
• Face Visibility: Your face should be fully visible, without headwear or accessories. Look straight into the camera with your eyes open and mouth closed.
• Recency: The photo should be recent, reflecting how you currently look.
